is a very powerful word. Incarceration risk management is
the designation applied to a systematic method of identifying;
analyzing; evaluating; monitoring and understanding an agency's
exposure to risk from any adverse event that is planned or
unplanned which can potentially impact the agency's resources.
The most difficult of all risk is an unplanned, unwelcome,
unanticipated and unrecognized, legislatively mandated Act
which creates operationally obsoleteCurrent incarceration
designs have blind-spots which can be used for unobserved / unrecorded / unarchived
prohibited acts and as of September 4 th , 2003 can not meet
Federal Public Law #108-79 zero-tolerance. incarceration
designs.
The only current incarceration design capable of incontrovertible
proof of staff and inmate safety is the newly patented OmniView™ which provides 100% staff and inmate surveillance,

definition, color, time/date stamped, closed circuit television

On March 26th 2002 Mr. Emerson was awarded a U.S.
patent # 6,360,494 on the OmniView™ Incarceration
Facility which eliminates all environments of opportunity and
virtually precludes such an occurrence as rape. In the unlikely
event a sexual attack does occur, instant staff response
and archived video recorded DVD with time and date stamp
proof, will facilitate meaningful prosecution. The patent
was filed on December 31 st of 1999.
