No current adult / juvenile prison, jail nor detention center's incarceration design meets the number one stated purpose from the new Federal Public Law # 108-79, September 4, 2003:
"42 USC 15602 SEC. 3. PURPOSES. The purposes of this Act are to-- (1) establish a zero-tolerance standard for the incidence of prison rape in prisons in the United States;" (Emphasis ours).

The definition of zero-tolerance from the Oxford English Dictionary is, "zero-tolerance orig. U.S., resolute opposition or resistance to anti-social (esp. criminal) behavior, typically by strict and uncompromising application of the law; a stated policy of this kind, designed to eliminate unacceptable conduct, esp. of a specified kind."
